The management of J.A Plant Pool
Ghana Ltd considers Metropolitan, Municipal and District
Assemblies (MMDAs) as important political representatives of the
government at the district level. It is also true that the MMDAs
are to ensure accelerated development of the entire are of its
administration on sustainable basis.
The provision of basic infrastructure like feeder roads to link
up the hinterland in the districts and the cities to provide
better economic opportunities for improvement in the lives of
the people cannot be over-emphasized.
In the light of the above, Management wishes to introduce one of
the innovative special Pre-finance support for capacity-building
through supply of heavy-duty capital equipment for all MMDAs.
J.A Plant Pool (Gh) Ltd shall supply the MMDAs with the
following packages and the assembly has the option to choose one
or two of the packages;

INTENDED BENEFITS OF THE
PACKAGE
The supply of MMDAs earthmoving
equipments is intended for multi purpose use
These may include the following:
IMPROVED INCOME LEVEL
Haulage of foodstuff from farming
communities to commercial centres and thereby improving the
income level of the people in the various MMDAs.
SUBSIDIZED RENTALS
MMDAs owing this fleet of equipments
can hire those to local contractors they award contracts thereby
ensuring timely completion of projects. Total cost of hiring can
be deducted from awarded contracts and it will minimize local
contractor’s problem of insufficient equipment.
Further, costing of sand, cement and
stones to project construction sites at subsidized rental.
This would be seen as the MMDAs own
initiatives to the people.
REVENUE GENERATION
Revenue from these haulage
activities could be an extra MMDAs income earned for further
development projects and programs initiatives by the districts.
EMPLOYMENT GENERATION
The package is intended to create
local development for the youth especially the semi-skilled
persons within the districts.
Semi skilled could be employed as:
Tipper Truck operators
Sand and Stone carrier/Attendants
Workers on project
The inscription “MMDAs support”
would be inscribed on the equipment. The constituents would
therefore appreciate the development efforts of the assembly.
The revenue saved by the
constituency and the local contractors by patronizing the
subsidized services could be channeled into other productive
area. The financial burden on them would also reduce.

In all the regions
TERMS OF PAYMENT
MMDAs shall have at least 3 years to
settle the full payment of the costof the
packages at source from the quarterly releases of thecommon fund.the amount that will be deducted from the
quarterly allocations of the MMDAs depends on the chosen
equipment from package.

Photocopies of completed commitment
forms signed by both parties would be forwarded to the Minister
of Local Government and Rural Development and the Administrator
